L.A. Care Becomes First Managed Care Plan in California to Send Claims, Encounter, and Clinical Data to LANES QHIO Using FHIR® Technology Under the Data Exchange Framework

This partnership with LANES will facilitate the secure exchange of health and social services information while further empowering L.A. Care to provide members the best possible care.

LOS ANGELES – L.A. Care Health Plan, the nation’s largest publicly operated health plan serving Los Angeles County, is the first managed care plan in California to implement the Fast Healthcare Interoperability Resources (FHIR®) application under the Data Exchange Framework (DxF) to connect with the Los Angeles Network for Enhanced Services (LANES), the plan’s designated Qualified Health Information Organization (QHIO).

Through this initiative, healthcare providers and social service agencies across the state now have real-time, secure access to L.A. Care member data—including adjudicated claims, encounter records, and clinical information. This advancement supports better care coordination, closes gaps in medical history, and improves health outcomes, particularly for underserved communities.

The cutting-edge FHIR data exchange technology that L.A. Care is utilizing to connect with LANES safeguards sensitive member information while ensuring compliance with both privacy regulations and the DxF, California’s first-ever secure and seamless data sharing agreement. This system also enables responsible and secure data sharing.

The data-sharing approach is aligned with national efforts such as the Trusted Exchange Framework and Common Agreement (TEFCA), established by the Office of the National Coordinator for Health Information Technology (ONC).
