L.A. Care Announces New Deputy Chief Financial Officer

L.A. Care Health Plan, the largest publicly operated health plan in the country, is pleased to announce that Afzal Shah has been named Deputy Chief Financial Officer for the company. Shah brings more than 27 years of strategic healthcare experience with Medicaid and Medicare products. His work has focused on provider reimbursement, contracting strategy and value-based purchasing. Shah is a credentialed actuary with expertise in Medi-Cal rate setting, risk-adjustment and risk-sharing methodologies.

Prior to joining L.A. Care, Shah worked at Alignment Healthcare, where he served as Senior Vice President, California Market President. He previously served as Vice President for Actuarial Services at Health Net and Centene, giving him knowledge about the Los Angeles County market. At L.A. Care, Shah will serve under Chief Financial Officer Marie Montgomery who says Shah is “an innovative, passionate and authentic leader and a great addition to the L.A. Care Leadership Team.”

Shah holds a BA in Physics and Mathematics from Franklin & Marshall College in Pennsylvania. He earned a Master’s degree in Applied Mathematics from the University of Southern California.
