2023 Open Enrollment for L.A. Care Covered™ to Provide an Affordable Path to Wellness
LOS ANGELES – With COVID-19 continuing to impact communities and inflation at its highest level in 40 years, affordable health care is extremely important. The Covered California 2023 open enrollment period begins on November 1, giving consumers the opportunity to make critical decisions about health coverage for themselves and their families.
L.A. Care Health Plan, the largest publicly operated health plan in the country, is pleased to announce that its L.A. Care Covered™ product has the most affordable rates across all metal levels in Los Angeles County. And, thanks to an extension of federal subsidies, some members will have premiums as low as $0 per month. Currently, about 93% of L.A. Care Covered members qualify for a subsidy, and 44% have a $0 premium.
“As the only public plan on the Covered California exchange, we are able to keep rates lower than commercial plans that must respond to shareholders,” said John Baackes, L.A. Care CEO. “For L.A. Care, health coverage is not just a business opportunity. It’s about providing high quality care at affordable rates to ensure health equity.”
L.A. Care is the expert on L.A. County, understanding the needs of its diverse communities. It also has the largest provider network among Covered California HMO plans in Los Angeles County, including UCLA Health and Optum.
“We understand that health care is complicated and the enrollment process can seem daunting,” said Baackes. “I want everyone to know that we have experts on hand to walk individuals through the process.”
Throughout the month of October, L.A. Care has had teams at health fairs and senior centers giving prospective members tutorials on the enrollment process, and they will continue to be on hand at various events through the end of the open enrollment period. L.A. Care’s goal during this open enrollment period and beyond is to provide an affordable path to wellness.

The 2023 open enrollment period runs from November 1, 2022 through January 31, 2023. Renewals began on October 15, 2022.
