Statement By Howard A. Kahn CEO, L.A. Care Health Plan

“L.A. Care Health Plan, the nation’s largest publicly operated health plan, has signed a three-way contract with the California Department of Health Care Services (DHCS) and the Centers for Medicare & Medicaid Services (CMS) to participate in Cal MediConnect, a program for dual eligibles, Medicare and Medi-Cal beneficiaries. It is part of California’s Coordinated Care Initiative and aims to better coordinate the care and improve health outcomes for persons in both programs.

For more than two years, L.A. Care has been working to design the delivery system for the pilot, meeting with advocates, caretakers, current members and other stakeholders to develop a comprehensive and culturally sensitive program. Los Angeles is home to the largest dual-eligible population and this will be the largest pilot in the country.

Cal MediConnect will allow us to improve continuity of care and health outcomes, and maximize the ability of dual eligibles to remain in their homes and in their community.

This is an important milestone in implementing the program and reaffirms our strong commitment to working with DHCS and CMS to resolve outstanding rate and enrollment issues.
