L.A. Care Board of Governors Welcomes New Member Hector De La Torre

LOS ANGELES — L.A. Care Health Plan, the nation’s largest publicly operated health plan serving more than 1.6 million members, today announced that the Los Angeles County Board of Supervisors has appointed Hector De La Torre as the newest member of L.A. Care’s Board of Governors. De La Torre’s nomination in September marked the first time the Board of Governors nominates a candidate for consideration by the L.A. County Board of Supervisors. He is currently the Executive Director of the Transamerica Center for Health Studies (TCHS), a national nonprofit organization focused on helping consumers and businesses navigate the health coverage and personal wellness landscape.

L.A. Care’s Board of Governors is a 13-member stakeholder board, which includes representatives of community clinics, hospitals, federally qualified health centers, doctors, members, advocates, and the County of Los Angeles. 

“Given his track record in the public policy arena and advocating for consumers and communities, we’re thrilled to welcome Mr. De La Torre to our Board of Governors,” said L.A. Care Health Plan Chief Executive Officer Howard A. Kahn. “We’re confident his wealth of public service experience and understanding of the most pressing healthcare issues will bring invaluable contributions to our members.”

De La Torre is also a member of the Board of Trustees at Occidental College in Los Angeles, and serves on the California Air Resources Board (CARB) as a gubernatorial appointee. He was a State Assemblymember for California’s 50th District from 2004-2010, and was Chairman of the Budget Subcommittee on Health and Human Services – and also served on the Health Committee during his tenure. Prior to that, he was Mayor and Councilmember in his hometown of South Gate. De La Torre was also an Administrator at the Superior Court in Los Angeles County and a Manager of Communications at Southern California Edison. Prior to those positions, he was Assistant/Chief of Staff to the Deputy Secretary at the U.S. Department of Labor in Washington, D.C.

De La Torre earned a bachelor’s degree in Diplomacy and World Affairs from Occidental College and attended the Elliot School of International Affairs at The George Washington University.
