ABC7 Eyewitness News interviewed John Baackes, CEO of L.A. Care, about the Senate tax bill proposal to end the penalties associated with the Affordable Care Act’s individual mandate. As both houses work on the differences between their tax reform bills, ABC7 reported on how California taxpayers would be affected, as well as how Medicaid and Medicare services would be impacted by budget deficits and the end of the individual mandate.


With that incentive removed, we're going to go back to the old days where people will say 'well, if I don't need it, I'm not going to buy it' and the only people buying in will be high utilizers.
