Data Science Platform RFP


L.A. Care is issuing this Request for Proposals (“RFP”) to solicit proposals for providing a Data Science Platform. Interested Bidders may submit a proposal (“Proposal”) containing the information requested in this RFP. 

A Data Science Platform (DSP) will allow L.A. Care to collaboratively and inventively test a) different data sources, b) processing methods, c) integration techniques, and d) advanced analytical practices. The DSP’s aim is to increase the organization’s ability to improve member health outcomes and operational efficiencies through the use of data-driven support tools. It will give L.A. Care the ability to integrate and analyze massive amounts of information, transitioning the business from simply understanding “what happened” to uncovering “why it happened,” with a focus on predicting and recommending actions that positively affect future performance outcomes.

Vendor shall provide technologies and support that will allow L.A. Care to securely execute and manage the entire data science process including a) quick access and integration of differing structured large datasets, b) a platform to perform exploratory data analysis and iteratively develop machine learning algorithms using the most popular open-source statistical programming languages directly in the environment, and c) the ability to easily operationalize predictive models. Exploratory data analysis and algorithm development shall be performed in a “sandbox” environment while models will be deployed in a separate production environment.

L.A. Care will select one Bidder to be contracted at L.A. Care's discretion to perform the required services. The Bidder will provide services as set forth in Exhibit A (Statement of Work) to Appendix A (SOW) pursuant to a contract to be entered into with L.A. Care. L.A. Care is under no obligation to order any work pursuant to this RFP.


The following terms and conditions apply to the submission of proposals.

2.1 Letter of Intent ("LOI")

The LOI is required prior to submission of an RFP response. The letter must be submitted to L.A. Care Health Plan, attention: Brittney Gordon, Buyer, no later than Monday, July 31, 2017. Please submit the signed letter via e-mail to the address listed below. Letters must contain the following:

  • Name of the vendor, address, and phone number
  • Name, address, phone and fax number, and e-mail address of the person responsible/contact for the RFP response
  • Brief description of the qualifications and experience of the vendor

Preparation and submission of a Proposal by interested Bidders will be at no cost or obligation to L.A. Care. L.A. Care reserves the right to terminate its efforts to contract for said services without obligation. Proposals and other materials submitted will become the property of L.A. Care and will not be returned. Your proposal must not be marked proprietary or confidential. Please note that L.A. Care is subject to the California Public Records Act.
